Your safety audits now need objectives
ISO 14001:2026, 9.2.2 a) requires an objective for each internal audit. ISO 45001 requires criteria and scope only. In an integrated system you run one audit program, so the stricter requirement governs — and that means the safety audits need objectives too. It is a consequence almost nobody running an integrated system will have worked out.
Both standards apply to the whole organization at all times, so there is no scope determination to fall back on. Every point where they diverge has to be resolved rather than partitioned — which is what makes a combined HSE review harder than either alone. ISO 45001 predates the harmonized structure and runs as one flat clause; ISO 14001:2026 splits into three.
Fourteen divergences, resolved
- Results to workers — ISO 45001 requires top management to communicate the relevant results to workers and their representatives. ISO 14001 has no equivalent, and this is the requirement most often missed in a combined review.
- Worker consultation and incidents — Both are named ISO 45001 inputs with no ISO 14001 equivalent. ISO 14001 names only nonconformities and corrective actions; incidents and near misses come from ISO 45001.
- Audit objectives and audit reporting — Objectives are required by ISO 14001:2026 and not by ISO 45001. Reporting to workers is required by ISO 45001, 9.2.2 d) and not by ISO 14001. Both apply, and both routes are logged.
- Two terms for the same idea — ISO 14001 says compliance obligations; ISO 45001 says legal requirements and other requirements. Both terms are retained deliberately, because a record using only one invites a finding under the other standard.
- Communications run in both directions — ISO 14001 asks for communications FROM interested parties. ISO 45001 asks for communications WITH them. The bidirectional reading governs.
- Retention governs the shared record — ISO 45001 requires documented information to be retained; ISO 14001:2026 permits availability. Retention is the stricter obligation.
Appendix D carries fourteen rows recording every divergence, what this record does, and the alternative not taken — plus eight decisions to confirm before adoption, including whether environmental results are communicated to workers alongside the OH&S results.
Built from the clause, not from last year’s agenda
Every requirement ISO 14001:2026 and ISO 45001:2018 names in clause 9.3 in both has its own numbered section, with the clause reference printed under the title. Nothing can be omitted by not knowing it exists. Where a section is MSI practice rather than a clause requirement, it says so, so an auditor can tell the difference.
