ISO 45001:2018 carries the only dedicated procurement clause of the common management system standards, and one of its most-missed requirements sits outside the operational clause entirely. This template is a completed, worked example that carries both.

The requirement that lives outside Clause 8

Clause 5.4 requires emphasis on the consultation of non-managerial workers on the controls applied to outsourcing, procurement and contractors. It sits in the leadership-and-participation clause, not the operational one, so a procedure written by reading Clause 8 alone misses it — and it cannot be satisfied on paper. This template makes it a gate before controls are set.

The middle direction of contractor risk

Clause 8.1.4.2 asks you to assess hazards in three directions, including the one most organizations skip: what your own site does to a contractor who has never been in it. The hierarchy of controls is applied at the point of purchase, and multi-employer workplaces are coordinated explicitly.
