A combined environmental and safety purchasing procedure has to satisfy ISO 14001:2026 and ISO 45001:2018 at once. This template does it in one document, written as a filled-in worked example rather than a hollow outline, so every decision is already made and visible for you to adapt.

The requirement almost nobody implements

Two obligations get missed for structural reasons. ISO 45001 Clause 5.4 requires workers to be consulted on the controls applied to procurement, contractors and outsourcing — and it lives in the participation clause, not the operational one, so a procedure written by reading Clause 8 alone never finds it. ISO 14001 Clause 8.1 requires external provision to be controlled or influenced; because control is unavailable for most environmental aspects, influence is the larger half of the obligation, and the half everyone leaves undefined.

The middle direction of contractor risk

ISO 45001 Clause 8.1.4.2 asks you to assess hazards in three directions, including the one most organizations skip: what your own site does to a contractor who has never been in it. This template makes that direction an explicit, recorded step.
