The complete ISO 45001:2018 safety system
Every procedure an occupational health and safety management system needs, written to ISO 45001:2018 — including the worker-participation obligation that cannot be satisfied from a back office and reshapes who has to be involved before a document is even valid.
ISO 45001 carries a requirement no other management standard has: non-managerial workers must participate in hazard identification, risk assessment, and the development of controls. A procedure written at a desk and issued downward does not meet it — the participation has to be built into how the document is produced, not added as a signature afterward. A generic template cannot encode that, because the requirement is about process, not text.
These procedures build worker participation into the mechanism, apply the hierarchy of controls as a shall rather than a suggestion, and tie competence to the hazard determination so the people doing the most dangerous work are demonstrably the most competent to do it.

The hierarchy of controls is a requirement, not advice. Clause 8.1.2 makes it mandatory, in order, top down — and anything resting at administrative controls or PPE has to be justified with a recorded reason. Most safety procedures list the hierarchy and then ignore it. These apply it as the gate it is meant to be.
