Most templates restate the clause and stop, which leaves the buyer to make every hard decision themselves — the reason they bought a template in the first place. This one names the role, states the threshold, and defines what happens when the normal case fails, so the decisions are made once, centrally, instead of improvised under pressure by whoever picked up the work.
The three standards share an operational spine, and running three separate procedures duplicates it three times. But duplication is the smaller argument.
Each standard contains a tool the other two lack. ISO 9001 requires human-error prevention and validation of unverifiable output. ISO 45001 requires the hierarchy of controls, adapting work to workers, and worker consultation. ISO 14001 is the only one of the three with a design obligation in its operational clause. An integrated procedure can lend each tool to the other domains — and that is worth more than three aligned systems.
The two requirements that most directly serve worker safety and environmental protection — designed prevention of human error, and validation of things you cannot check afterwards — are in the quality standard, and in neither of the other two. That is the single most useful thing an integrated system knows that three separate ones do not.
