Most templates restate the clause and stop, which leaves the buyer to make every hard decision themselves — the reason they bought a template in the first place. This one names the role, states the threshold, and defines what happens when the normal case fails, so the decisions are made once, centrally, instead of improvised under pressure by whoever picked up the work.
In an integrated HSE system the environmental control and the safety control are frequently the same control, applied by the same person, at the same moment, on the same machine. Extraction that captures a solvent vapor is protecting a worker and an air discharge simultaneously. A bund is protecting groundwater and a slip hazard.
Splitting the requirement into two procedures does not split the work. It only splits the paperwork, and then loses the connections between them.
ISO 14001 offers the hierarchy of controls as a note — controls "can" follow it. ISO 45001 makes it a shall with five named levels. This procedure applies the five levels to environmental controls as well, which means an environmental control resting on a procedure and a training record now needs a recorded reason. That is a real increase in obligation, and it is the honest case for an integrated system.
