A purchasing and supplier control procedure has to do two things almost no organization does both of: decide the controls applied to the external provider, and decide the controls applied to what that provider delivers. This template is a completed, worked example that does — and shows — both.

The requirement almost nobody implements

ISO 9001:2015 Clause 8.4.2 b) asks for two determinations — the controls on the provider and the controls on the output. Most procedures record one, because the approved supplier list belongs to purchasing and incoming inspection belongs to quality, and no single document asks for the pair. This template asks for both, in one place.

The criticality rating that routes every later decision is set on the effect of the provision on your product, never on its cost — so the cheap item on which a control depends cannot slip below a threshold and out of the process.
