Turn Clause 5 into an operating system

Leadership is not an attribute. It is a series of decisions, each with an owner and a record. This QuickStart lists those decisions in the order that lets each one build on the last, so the governance layer of your quality management system is stood up deliberately rather than assembled backward from an audit finding.

What it is

A route through the ISO 9001:2026 Leadership and Commitment procedure — not a replacement for it. Every decision in the list carries the section of the procedure where it is explained, so you read the reasoning before you decide rather than guessing and correcting later. It also carries two things that stand on their own:
  • What “leadership” means in a standard, against what it means in a boardroom. A six-point comparison of the two, because the gap between them is why leadership clauses read as vague to people who lead for a living. They are not vague. They are narrow.
  • What changed in the 2026 edition. Seven items, including the one most likely to be misread: clause 5.3 no longer requires responsibilities to be understood, and clause 5.2.2 now requires the quality policy to be implemented, understood and applied. Read as a relaxation, it is a trap.

The five stages

01 · Name the people

Nothing else is decided until someone owns it. The document owner, the role holders, an alternate for every role that holds up a decision, the six authorities clause 5.3 requires, and who chairs the review. Name these first and a large share of the smaller choices in the procedure follow from them.

02 · Set the boundaries

What the system covers, who it answers to, and which processes sit inside it. Context, interested parties — including the new 4.2 c) decision on which of their requirements the system actually addresses — the scope statement, and the process interaction map.

03 · Set direction

The policy, the objectives, and the behaviors leadership is held to. ISO 9001:2026 adds the third of these at clause 5.1.1 i) and it has no 2015 equivalent, so this stage covers naming the behaviors and defining how each one is observed.

04 · Set the operating rhythm

When things happen and what triggers them. The change gate, communication routes with a named communicator for each, what is monitored and by whom, the review interval and quorum, and the producing role for every required review input. This is the stage that decides whether the system runs or gets reconstructed before each audit.

05 · Set the records

What exists afterward, and for how long. In the 2026 edition records must be available, not only retained — so this stage asks who produces each one today, which is a different question from how long it is kept.

You are done when

  • Every bracketed placeholder is replaced or deliberately removed. None reads “TBD”.
  • Every role named in the procedure is a real person’s role, and every gating role has an alternate.
  • The records table has no blank cells — every record has an owner, a location, an availability answer and a retention period.
  • Someone who has never read the procedure runs a management review from Appendix A alone.
  • The MSI notes are gone.

Questions

Is this the procedure?

No. It is eight pages that route you through a fifty-page procedure. It lists the decisions and points at the section where each is explained; it does not contain the explanation, the worked examples or the MSI notes. Adopting a quality management system from this sheet alone would leave obligations unmet.

Then why buy it separately?

Most people should not. It is included free with the procedure, and that is the better purchase. This standalone exists for the narrower case: you already have a leadership procedure of your own and want the decision order, or you are scoping the work before committing budget.

Does it apply to ISO 9001:2015?

The stages and the decision order do. The clause references and the section numbers are ISO 9001:2026. If you are still certified to 2015 and moving across, the procedure purchase includes a transition edition marking every change, which is the more useful document for that situation.
