ISO 9001:2026 and 13485 Leadership and Commitment Implementation QuickStart

$49

A seven-page implementation route through the integrated ISO 9001:2026 and ISO 13485 Leadership and Commitment procedure. Thirty-six decisions across five stages, in the order that lets each one build on the last, with the section where each is explained. Included free with the procedure.

Turn Clause 5 into an operating system — across both scopes at once

Leadership is not an attribute. It is a series of decisions, each with an owner and a record. An organization running a general product line and a medical device line does not run two quality systems — it runs one, with a device scope inside it. That means every leadership decision has to be made once and hold for both. This QuickStart lists those decisions in the order that lets each one build on the last.

Seven pages, thirty-six decisions, five stages. Name the people. Set the boundaries. Set direction. Set the operating rhythm. Set the records. Each stage depends on the one before it, and skipping ahead is the usual reason a half-finished system has to be redone.

What it is

A route through the ISO 9001:2026 + ISO 13485 Leadership and Commitment procedure — not a replacement for it. Every decision carries the section of the procedure where it is explained, so you read the reasoning before you decide rather than guessing and correcting later. It also carries two things that stand on their own:
  • What “leadership” means in a standard, against what it means in a boardroom. A six-point comparison of the two, because the gap between them is why leadership clauses read as vague to people who lead for a living. They are not vague. They are narrow.
  • What changed, and what did not. ISO 9001 moved to a 2026 edition. ISO 13485:2016 did not — the management representative, the independence requirement at 5.5.1, the twelve review inputs at 5.6.2 and the regulatory output at 5.6.3 c) all stand exactly as before. The summary leads on that, because it is the first thing a device organization needs to know.

The five stages

01 · Name the people

Nothing else is decided until someone owns it. The document owner, the role holders marked by scope, an alternate for every role that holds up a decision, the six authorities clause 5.3 requires, and who chairs the review. It also covers the management representative and a competent back-up — a role ISO 13485 5.5.2 requires and ISO 9001 has not required since 2015, which is why procedures written from the quality side drop it and procedures written from the device side apply it to everything.

02 · Set the boundaries

Scope determination runs first — general, device, or uncertain, with uncertain defaulting to device pending determination. Then context, interested parties including the new ISO 9001 4.2 c) decision on which of their requirements the system addresses, the scope statement, and the process interaction map.

03 · Set direction

The quality policy, the objectives, and the behaviors leadership is held to. ISO 9001:2026 adds the last of these at clause 5.1.1 i) with no equivalent in the 2015 edition and none in ISO 13485, so this stage covers naming the behaviors and defining how each one is observed.

04 · Set the operating rhythm

When things happen and what triggers them. The change gate, communication routes with a named communicator for each, what is monitored and by whom, the review interval and quorum, and the producing role for every required review input across both standards — including the two regulatory inputs at ISO 13485 5.6.2 c) and l) that almost no merged agenda carries.

05 · Set the records

What exists afterward, and for how long. ISO 9001:2026 requires records to be available, not only retained, while device-scope retention under ISO 13485 4.2.5 is unchanged and still governed by the regulatory floor — so this stage asks both questions and marks which applies where. It closes with the integration decisions in Appendix D that you confirm or change before adoption.

You are done when

  • Every bracketed placeholder is replaced or deliberately removed. None reads “TBD”.
  • Every role named in the procedure is a real person’s role, and every gating role has an alternate — including the management representative.
  • The records table has no blank cells — every record has an owner, a location, an availability or retention answer, and the device-scope regulatory floor where it applies.
  • Someone who has never read the procedure runs a management review from Appendix A alone.
  • Every integration decision in Appendix D has been confirmed or changed on purpose.
  • The MSI notes are gone.

Already buying the procedure? This QuickStart and the transition edition are both included free with the ISO 9001:2026 + ISO 13485 Leadership and Commitment Procedure Template and Guide. Buy this on its own only if you want the route without the document it routes through.

Who it’s for

Quality and regulatory managers, operations leaders and consultants who already hold the procedure and want the implementation order, or who are scoping the work before committing to it. Also useful as a planning document for a management team deciding who owns what across a general and a device scope before the documentation starts.

Questions

Is this the procedure?

No. It is seven pages that route you through a thirty-page procedure. It lists the decisions and points at the section where each is explained; it does not contain the explanation, the worked examples, the MSI notes or the integration decision record. Adopting an integrated quality system from this sheet alone would leave obligations unmet.

Then why buy it separately?

Most people should not. It is included free with the procedure, and that is the better purchase. This standalone exists for the narrower case: you already have an integrated leadership procedure of your own and want the decision order, or you are scoping the work before committing budget.

Does ISO 9001:2026 affect the device scope?

No. ISO 13485:2016 is unchanged, and the QuickStart says so up front. The clause references and section numbers here are the 2026 edition for the general scope and ISO 13485:2016 for the device scope, which is how the procedure itself is built.

What format is it?

Editable Microsoft Word (.docx).
