Q/EMS Human Resource Management Procedure Template & Guide (ISO 9001 + ISO 14001)

$249
A complete, worked competence and awareness procedure for organizations holding certification to both ISO 9001:2015 and ISO 14001:2026. Both standards number competence at Clause 7.2 and awareness at 7.3, and neither pair says the same thing. ISO 9001 requires evidence of competence to be retained; ISO 14001:2026 requires it to be available, which is a different test rather than a weaker one. The awareness clauses have four items each and they are not the same four. This procedure runs one determination across the process map and the aspect register together, records awareness against the objective and the significant aspect per role rather than generically, and sets out thirteen integration decisions at Appendix E with the alternative rejected for each. Every requirement is marked by scope, so you can see what ISO 9001 requires, what ISO 14001:2026 requires, and what both do. Where the two standards diverge, the stricter is taken as the house standard and the choice is recorded rather than assumed. Microsoft Word format, fully editable, with the process interaction map supplied as an editable SVG. Perennia Corp is a fictional organization used throughout as a worked example. Your purchase includes a free update to the ISO 9001:2026 alignment when MSI issues it. 53 pages.

What makes it different

The decisions are already made. Where ISO 9001 and ISO 14001:2026 pull in different directions, the stricter requirement is taken as the house standard and the choice is recorded rather than assumed, with the alternative that was rejected written down beside it.

Worth knowing before you buy. ISO 9001 requires evidence of competence to be retained. ISO 14001:2026 requires it to be available. Retained asks whether the record still exists and was kept long enough. Available asks whether someone present can produce it now. A record held by a departed administrator on a platform nobody else can open is retained and not available, and a system that averaged the two requirements would satisfy neither.

What is inside

  • Twelve procedure sections covering scope, competence determination, the joint training-needs determination, closing a shortfall, evaluating effectiveness, contractors and external providers, awareness, human error, organizational knowledge, emergency response competence, change, and evidence
  • One determination run across the process map and the aspect register together, rather than two registers producing two answers
  • Six awareness items recorded per role, not delivered as a slide listing the organization’s objectives
  • An eight-element maturity ladder, four levels each, described as observable behavior
  • Appendix A — competence and awareness register, eight parts
  • Appendix B — competence shortfall and action record
  • Appendix C — work instruction with two worked examples
  • Appendix D — determination worksheet
  • Appendix E — the integration decision record, thirteen decisions with rejected alternatives
  • Every requirement marked by scope — [Q] ISO 9001 only, [E] ISO 14001:2026 only, unmarked for both
  • A process interaction map, supplied as an editable SVG as well as inside the document
  • A clause cross-reference to both standards

53 pages, Microsoft Word, fully editable. Covers ISO 9001 Clauses 7.2 and 7.3; ISO 14001:2026 Clauses 7.2 and 7.3. Perennia Corp is a fictional organization used throughout as a worked example.

Who it is for

Organizations holding certification to both ISO 9001 and ISO 14001:2026 that want one competence register rather than a quality training matrix and an environmental training matrix that never meet.

Free update to the ISO 9001:2026 edition. ISO 9001 is expected to publish a new edition in 2026. Because this procedure contains the ISO 9001 scope, your purchase includes a free update to the 9001:2026 alignment when MSI issues it. Register your purchase to receive it. The ISO 14001:2026 content is already current.

Buying more than one procedure

Every procedure in this family is sold individually, and the complete sets are sold as packages. If you are building or rebuilding a documented system rather than filling one gap, the package is the better route — and these are the ones that contain ISO 9001 or ISO 14001:2026.

Questions

Which one do I need?

Take the template for the standard you are certified to. If you run more than one management system through one process, take the matching combined variant — Device for ISO 9001 with ISO 13485, Q/EMS for ISO 9001 with ISO 14001, HSE for ISO 14001 with ISO 45001, and Integrated for all three of quality, environment and safety. This page is the Q/EMS variant.

Is this written for ISO 14001:2026 or the 2015 edition?

The 2026 edition. Clause references, the policy commitments and the communication requirements are taken from ISO 14001:2026 as published, not carried over from 2015 and relabelled.

Why does this matter if we already have a training matrix?

Most organizations running both standards have two matrices, and neither is derived from the register that should drive it. The same solvent is a significant environmental aspect and a process control point, and the competence that governs it is one competence — but it appears twice, with two intervals and two owners. This procedure runs one determination and merges the duplicates.

What is the awareness requirement people miss?

ISO 14001:2026 7.3 b) requires awareness of the significant environmental aspects and related impacts associated with a person’s own work. ISO 9001 has no counterpart. Awareness delivered as a slide listing the organization’s aspects tells someone what the organization’s are; it does not tell them which are theirs.

What happens when ISO 9001:2026 is published?

Your purchase includes a free update to the ISO 9001:2026 alignment when MSI issues it. Register your purchase to receive it. The ISO 14001:2026 content is already current.

Can I edit it?

Yes. Microsoft Word format, fully editable, with the process interaction map supplied as an editable SVG. Bracketed entries are decisions for you to make; nothing is left blank or marked TBD.
