The two standards do not agree on what has to be recorded. ISO 9001 requires evidence of the fitness for purpose of monitoring resources and adds a measurement traceability obligation. ISO 14001 requires calibrated or verified equipment to be used and maintained as appropriate, with documented information as evidence of the results — and attaches no equipment-record obligation of its own; for most organizations that record is required instead by a permit. This procedure adopts the stricter requirement across the whole register and records the source of each obligation against each item, so a single register is never operated to two different standards of proof.

What a combined file gives you that two separate ones do not

1. The purpose determination is the integration. Each item is assigned Q for product conformity, E for environmental, or both. The purpose decides which obligations attach, which records must exist, and how long they are kept. A multi-purpose item carries every applicable obligation and the strictest retention.

2. One assessment, two branches. The same flow meter can accept product and feed a permit return. Section 6.10 runs one out-of-tolerance finding through a product branch (ISO 9001 8.7) and a reported-data branch (ISO 14001 9.1.2) — two owners, two clocks, one record.

3. Appendix E — the integration decision record. Eight divergences between the two standards, what this procedure does about each, and the alternative that was available — the traceability obligation ISO 9001 adds and ISO 14001 lacks, the calibration-record question where ISO 14001 requires none, the "as appropriate" language, and the differing retention periods. Both, deliberately. It is written as a filled-in worked example so you can see what each element looks like when done properly, with bracketed placeholders wherever a value is genuinely yours to set.

Does it cover both clauses in full?

Yes, and the cross-reference table shows exactly where each obligation of ISO 9001 7.1.5 and ISO 14001 9.1.1 is addressed, flagging the requirements that exist in one standard and not the other.

Why would I want the combined file rather than two singles?

Because the two standards disagree on what has to be recorded, and a shared instrument sitting on two separate registers is the point at which one register becomes untrue.
