A procedure set adapted from an ISO 9001 template misses them precisely because it looks in the wrong place.

Conforming is not the same as evidenced. ISO 7101 makes top management responsible for producing evidence the standard never explains how to produce, and imposes statutory duties in clauses that carry no register. A healthcare organization can satisfy the words of the standard and still be unable to show the surveyor what the clause asks for. These procedures build the record, not just the intent.
